The same rotation is applied to every page in the file. If only some pages of your PDF are rotated the wrong way, split the file first, rotate just the affected pages, then merge them back together.

No -- the same rotation is applied to every page. Use Split PDF first if only some pages need rotating, then merge them back afterward.
Does rotating affect the file's quality?
No -- rotation only changes page orientation; it doesn't re-encode or degrade the page content.
